Garment chest is the garment laid flat, armpit to armpit.
Length runs from the highest point of the shoulder straight down to the hem.
Easiest check: lay a shirt you already like face down, measure armpit to armpit, and match that to the garment chest column. These are measurements of the garment, not of you.
