Your chest is measured around the fullest part of your chest, arms down, tape horizontal.
Garment chest is the garment laid flat, armpit to armpit.
Length runs from the highest point of the shoulder straight down to the hem.
Easiest check: lay a shirt you already like face down, measure armpit to armpit, and match that to the garment chest column. These are measurements of the garment, not of you.
